HR 1109: The Thrust of Philippine Political Immaturity and other issues

HR 1109 is a resolution of the House of Representatives calling for Constituent Assembly (Con-Ass) without any senatorial intervention.

The government is basically have a desire to fluctuate between presidential and parliamentary forms of government. Charter Change (Cha-Cha)- is amending the constitution.

The reason why the opposition ain't for cha-cha these days because there are alot of suspicions that they don't trust the administration no more. Like, extension of the term of the incumbent officials and the possibility of no elections (Which the Comelec (Commission on Elections) affirmed that there WILL BE elections).

I mean, look at this! Is this what you call Philippine Republicanism?








It is an outrage to see the government going against the Filipino's freewill as a people. I guess, we are amongst the most politically immature nations in the world, which is a shame. Yes. Politically IMMATURE! Why? Because those hypocritical legislators and administrators always focus on competition and on the concept of administration and opposition but never as 1 single state. Let me add that the people are unaware that they voted for someone whom they hate. WHAT THE HECK! Vote for someone whom they hate in the future.

House Resolution No. 1109 mlq3 As if to answer Deputy Minority Leader Risa Hontiveros’ argument that Resolution 737 does not specify a mode by which to make changes to economic provisions, Speaker Nograles, along with 173 other House representatives, has produced Rep. Luis Villafuerte’s “ghost resolution”, now called Resolution 1109, like a rabbit out of a hat. The resolution calls upon the HOR to “convene for the purpose of considering proposals to amend or revise the constitution, upon a vote of three fourths of all the members of Congress”.


We are in the precursor of a possible coup 'etat or a people power. Even Students demonstrate their voice in UP Diliman. The Makati rally stood together as one but would-be infected by H1N1 due to the gathering of crowds.

After all, the Philippines never did learn her lesson from the US during the American Occupation on governance. What is a DEMOCRACY?

DEMOCRACY- A government in which the supreme power is held by the people.

So, who is the people? The Filipinos. So, finally, Philippine democracy does NOT exist anymore. Because us Filipinos are against our government.

GOVERNMENT- It refers to the agency through which the will of the state is formulated, expressed and carried out.

The government are our representatives of the state. The will of the state now is to voice the intentions of the people. It turns out the government as turned against the will of the state defeating the purpose of democracy and governance.

Our last hope is to sue the state WITH it's consent.

Art. XVI, Sec.3. - The State may not be sued without its consent.

Art. II, Sec. 4. - The prime duty of the Government is to serve and protect the people. The Government may call upon the people to defend the State and, in the fulfillment thereof, all citizens may be required, under conditions provided by law, to render personal military or civil service.

Art. II Sec. 21. - The State shall promote comprehensive rural development and agrarian reform

Now, in this case, CARP or Comprehensive Agrarian Reform Program was expired last December. It was originally expired on June 2008 but was extended to December 2008. Recently, there were rallies by the farmers like the Sumulong Farmers to pass the CARPER (CARP with Extension and Reforms). The congressmen are too busy dealing with Cha-Cha instead of CARPER. So meaning we had 5 months without CARP! CARP was originally planned in the Constitution. The "Shall" of that section was violated by that intentional hiatus of passing that bill.

Let me conclude that we are not yet ready to be a 2nd world country. We do not know how to take care of our state and our nation very well. Look at the alarming statistics if you want to know. We would end up like our Thai counterparts.

This is why I am NOT proud to be a Filipino Politically. I would even blame our countrymen and myself for such acts of tolerance. Thank You.
